Mexico CFDI Electronic Invoicing for Cabo Rental Owners

Aaron CuhaAaron Cuha|May 22, 202611 min read2,118 words

A CFDI is Mexico's electronic tax invoice, and if you earn rental income from a Cabo property you generally need an RFC, a digital signature and a way to issue CFDIs, usually through your property manager or accountant.

Key Takeaways

  • CFDI electronic invoicing has been mandatory in Mexico since 2014, and the SAT keeps tightening how it is checked.
  • The 2026 reform adds criminal exposure for false or simulated invoices, so invoice discipline is no longer a paperwork nicety.
  • Non-resident owners are commonly taxed on rental income at a flat rate of about 25 percent of gross, or a net-basis option with a Mexican representative. Confirm with your CPA.
  • IVA is 16 percent. Short-term lodging is generally taxable, while long-term residential leasing is generally treated differently.
  • Most foreign owners handle CFDI through a property manager or a Mexican accountant, not on their own.

What Is a CFDI, in Plain English

CFDI stands for Comprobante Fiscal Digital por Internet. It is an XML invoice that is validated and stamped by an authorized provider and registered with the SAT, Mexico's tax authority. The PDF you see is just a picture of it. The XML is the legal document.

I am a real estate coach, not a CPA, so treat this post as orientation and not tax advice. But I have sat across from enough rental owners who found out about CFDI the hard way, usually when a guest, a corporate renter or a bank asked for an invoice, to know which questions come up first. Let us go through them.

How a CFDI is created

  1. The issuer has an RFC (Registro Federal de Contribuyentes), the Mexican tax ID.
  2. The issuer has an e.firma (the digital signature, formerly FIEL) and a sello digital certificate.
  3. The invoice data goes to a PAC (Proveedor Autorizado de Certificación), an authorized certification provider.
  4. The PAC validates it, stamps it with a UUID (folio fiscal) and reports it to the SAT.
  5. The issuer sends the XML and PDF to the customer.

Mexican businesses normally require the CFDI before they will pay or deduct an expense. That is why corporate renters, medical groups and tenants with a Mexican employer ask for one.

Who Needs to Issue CFDIs for Rental Income

If you receive rental income from a property in Mexico, the SAT considers you a taxpayer, regardless of citizenship. There is no "I am a foreigner, so it does not apply" exemption. What changes is how you register and how you file.

Long-term vs short-term rentals

  • Long-term residential lease: the tenant may ask for a CFDI to deduct rent. IVA on residential rent is generally treated as exempt, but commercial leases carry 16 percent IVA.
  • Short-term vacation rental: lodging services are generally subject to 16 percent IVA, plus state and local lodging taxes. Platforms may collect and remit some of these, but you should not assume they cover everything.
  • Corporate stays: a company that books your villa will almost always demand a CFDI.

When your property manager handles it

Many Cabo property managers issue CFDIs on your behalf, either under your RFC or under their own entity. The structure matters. If they invoice under their entity and pay you net, the tax treatment is different from invoicing under your name. Ask in writing which model you are in. Our rental management companies guide lists what to ask before you sign.

Getting Your RFC and e.firma

The RFC is the starting point. A foreign owner can register with the SAT, usually with a passport, proof of address, a fideicomiso or deed, and a Mexican address for notices. In practice, most owners use an accountant for this because the appointment system and the forms are in Spanish and the SAT is particular about details.

The e.firma is a digital signature with a certificate and a private key. It is the credential that proves you are you when you file taxes, cancel invoices or change your tax profile. Guard the files and the password. Losing them is a real hassle, and sharing them is a real risk.

  • RFC: your tax ID, free to obtain.
  • e.firma: in-person validation at an SAT office is typically required.
  • CSD (certificado de sello digital): the certificate used to sign CFDIs. Generated from SAT's system once you have an e.firma.
  • Constancia de situación fiscal: your tax status document. Clients may ask for it to issue you invoices, and you will need it for yours.

The authoritative source is the SAT website. Appointments are scarce, so book early and keep your documents together.

What Changed for 2026

The SAT has been pushing digital controls for years, and for 2026 it is leaning harder. Here is the short version, based on public reporting and professional commentary.

Criminal exposure for false invoices

The 2026 tax reform tightened the criminal side of the Federal Fiscal Code around fake or simulated invoices, the practice commonly called "factureras" or EFOS. The point of the reform is to shut down the invoice-trading market. The reason a rental owner should care is practical: if a vendor you pay, such as a contractor or a repair service, turns out to be a blacklisted issuer, deductions tied to their invoices can be challenged. Pay vendors who issue valid CFDIs, and check that they are not on the SAT's published lists.

The SAT's 2026 enforcement approach

The SAT has described a 2026 enforcement program that professionals refer to as its Plan Maestro, built on data matching between invoices, bank accounts, platforms and customs records. Expect more automated notices and fewer places to hide. Platforms like Airbnb and Booking.com report certain data, and the SAT can compare it with what you file.

Penalties

Penalties for not issuing, or issuing incorrectly, depend on the violation. Professionals commonly cite ranges that can reach 5 to 10 percent of the invoice value in some cases, plus fixed fines, plus surcharges on unpaid tax. I am giving you the range others quote, not a statute. Ask your accountant how it applies to your situation, and read the KPMG Mexico tax resources for professional commentary on the reform.

How CFDI Interacts With ISR and IVA

The CFDI is the record. ISR (income tax) and IVA (value added tax) are the obligations. They interact, but they are not the same thing.

Item What it is Typical figure Notes
CFDI Electronic invoice Mandatory since 2014 Issued through a PAC
ISR (non-resident) Income tax on rent About 25% of gross Net-basis option exists with a representative
IVA Value added tax 16% Short-term lodging generally taxable
Lodging tax State and local Varies Check current Baja California Sur rate

Gross vs net: the choice that moves your bill

The flat gross-basis approach is simple but gives you no deductions. The net-basis approach lets you deduct property costs but requires a Mexican tax representative and more paperwork. For a high-expense villa with staff, repairs and management fees, net can be a better deal. For a low-expense condo, gross is often easier. Run the numbers with the rental income calculator and your accountant before you decide.

Your US side

US citizens report worldwide income, and Mexican tax paid can generally be claimed as a foreign tax credit. Canadians have their own rules. See our Canadian buyer's guide. Always coordinate with a cross-border CPA, not just a local accountant.

Practical Steps for Foreign Owners

  1. Decide your model. Will the property manager invoice under your RFC, or under theirs?
  2. Get your RFC and e.firma. Do this before your first booking, not after.
  3. Pick a PAC or accounting platform. Many accountants include this in a monthly fee.
  4. Collect invoices for expenses. Ask every vendor for a CFDI with your correct RFC and tax regime.
  5. File monthly and annually. Missing a deadline creates penalties and surcharges.
  6. Keep the XML files. Store them for at least five years.
  7. Reconcile with platform payouts. The SAT can compare your declared income with what platforms report.

What it costs

Accounting fees vary by firm and complexity. Many foreign owners report paying a monthly retainer for bookkeeping and filing, with extra for the annual return. The Ronival team can point you to firms that work with foreign owners. Get quotes from at least two firms and ask what is included: RFC registration, CFDI issuance, monthly filing, annual return, and representation if the SAT sends a notice.

How This Affects Which Property You Buy

Rental compliance should shape your purchase, not follow it. If you are buying in Cabo San Lucas or San Jose del Cabo, check whether the HOA or development permits short-term rentals. Resort-style communities such as Palmilla and Diamante often have in-house rental programs that handle invoicing. In some programs the rental company is the one issuing the CFDI to the guest, which simplifies your obligations.

For yield expectations, see Los Cabos rental cap rates and the vacation rental income ROI analysis. Remember that net yield is after taxes, management, HOA fees and vacancy.

A Worked Example: One Villa, One Corporate Booking

Here is a simplified scenario to show how the pieces fit. The numbers are illustrative, not a quote, and your accountant will tell you how they apply to you.

Say a US-based owner has a three-bedroom villa in the Corridor. A company books it for a week for an executive retreat and asks for an invoice. The rental total is $9,000 for the week.

  1. The company sends its RFC and constancia de situación fiscal so the invoice can be addressed correctly.
  2. The property manager, or the owner's accountant, issues a CFDI through a PAC. It lists the service as lodging, applies 16 percent IVA where it is due, and carries a UUID.
  3. The company pays by wire. The payment is matched to the CFDI, and the company can deduct the expense because the invoice is valid.
  4. The owner reports the income in the monthly return and later in the annual return. The IVA collected is remitted, net of any IVA the owner paid on deductible expenses.
  5. The owner keeps the XML, the payment proof and the booking record together. If the SAT asks, the file is complete.

Now picture the same booking with no invoice. The company cannot deduct the stay, so it will likely walk away or demand a discount. If the income goes unreported, the owner is exposed to back taxes, surcharges and penalties. The paperwork is cheaper than the problem.

What to ask your property manager

  • Do you issue CFDIs for every booking, including platform bookings?
  • Under which RFC do you issue them, mine or yours?
  • Who collects and remits IVA and the state lodging tax?
  • Will you send me monthly statements that reconcile to the CFDIs?
  • If the SAT sends a notice, who responds, and at whose cost?

A manager who cannot answer these cleanly is a risk. Moving to a manager who can is usually cheaper than cleaning up a mess later.

Cancellations and corrections

Mistakes happen: a wrong name, a wrong regime, a booking that is canceled. A CFDI cannot simply be edited. It is canceled, and sometimes reissued, using specific cancellation reasons and, in some cases, the customer's acceptance. Rules and timing windows change, so ask your accountant for the current process and do not let corrections pile up at year end.

Common Mistakes I See

  • Taking cash and skipping invoices. It works until it does not, and the SAT's data matching makes it riskier every year.
  • Using the wrong tax regime on invoices. If the CFDI has the wrong regime code, the customer cannot deduct it and you may have to cancel and reissue.
  • Leaving the property manager's authority undefined. Put the invoicing model in the management agreement.
  • Ignoring state lodging tax. It is separate from IVA and ISR.
  • Not updating the fiscal address. The SAT sends notices electronically through the Buzon Tributario. If you never check it, you miss deadlines.

Also read the post-closing checklist, which covers banking and utilities that connect to your tax setup, and the fideicomiso cheat sheet if you hold title through a bank trust.

Frequently Asked Questions

What does CFDI stand for?+

CFDI stands for Comprobante Fiscal Digital por Internet. It is Mexico's electronic tax invoice, mandatory since 2014, issued as an XML file that is stamped by an authorized provider (PAC) and reported to the SAT.

Do foreign owners of Cabo rental property need an RFC?+

Generally yes. If you earn rental income from property in Mexico, you are a taxpayer regardless of citizenship, and an RFC is the starting point for issuing invoices and filing returns.

What is an e.firma and why do I need it?+

The e.firma is the SAT's digital signature, made of a certificate and a private key. It is used to file taxes, generate the digital seal certificate for CFDIs and manage your tax profile. Validation usually requires an in-person SAT appointment.

What tax rate applies to rental income for non-residents?+

Non-residents are commonly taxed at about 25 percent of gross rental income, with a net-basis alternative that uses a Mexican representative. Short-term lodging is generally subject to 16 percent IVA. Confirm your case with a cross-border CPA.

What are the penalties for not issuing a CFDI?+

Penalties vary by violation. Professionals commonly cite fines that can reach 5 to 10 percent of invoice value in some cases, plus fixed fines and surcharges on unpaid tax. Ask your accountant how this applies to you.

What changed for CFDI enforcement in 2026?+

The 2026 reform adds criminal exposure for false or simulated invoices, and the SAT's enforcement program relies on data matching between invoices, bank accounts and platform reports, so unreported rental income is easier to detect.

Can my property manager issue CFDIs for me?+

Often yes. Many Cabo managers invoice under your RFC or under their own entity. The tax treatment differs, so get the model written into your management agreement.

How long should I keep CFDI files?+

Keep the XML files for at least 5 years. The XML is the legal document, not the PDF.
